Amit Shah Drives Digitalization Efforts at Central Registrar of Cooperative Societies Office
07-06-2023 : On Wednesday, Amit Shah, the minister of cooperation, held a thorough assessment of the advancements made in computerising the Central Registrar of Cooperative Societies (CRCS) office in New Delhi. The Multi State Cooperative Societies (MSCS) Act, 2002 is administered by the CRCS office, and ongoing computerization efforts aim to create a digital ecosystem for Multi State Cooperative Societies, streamlining their operations and making the registration of new societies easier.
According to a statement from the Ministry of Cooperation, the computerization project holds great promise for the registration of new MSCS and the seamless functioning of existing ones. The initial phase of the software, referred to as Version I, has already been implemented based on the existing MSCS Act and Rules. Version II is slated to incorporate proposed amendments to the MSCS Act and Rules, ensuring an enhanced version that addresses any gaps or deficiencies identified through user feedback.
The computerization process will usher in a host of benefits, including the complete transition to paperless submission and processing of applications, automatic compliance with MSCS Act and Rules through software enhancements, improved ease of doing business, digital communication channels, transparent processing, enhanced analytics, and robust management information systems.
The ministry further revealed that the development of software and a portal is underway, with a targeted launch date of June 26. During the review meeting, Minister Shah emphasized the importance of involving the youth in utilizing and analyzing the portal effectively, suggesting the organization of competitions by the CRCS office to encourage participation and innovative ideas.
The forthcoming portal will offer a range of features such as registration, amendment of bye-laws, annual return filing, appeal processes, audit management, inspection procedures, inquiries, arbitration services, winding up, and liquidation, among others. The software will enable the processing of applications and service requests through an electronic workflow within the CRCS office, ensuring timely resolutions. It will incorporate features such as OTP-based user registration, validation checks to ensure compliance with MSCS Act and Rules, virtual hearings, issuance of registration certificates, and other electronic communication channels.
The Secretary and other top Ministry of Cooperation officials took an active part in the review meeting, demonstrating the government’s dedication to encouraging ease of doing business in the cooperative sector. The Ministry of Cooperation has undertaken a number of steps to promote a supportive environment for cooperative firms since its inception in July 2021. The CRCS office’s computerization is a key step towards cooperative societies’ modernization and efficiency, helping their growth and development in the digital era.
