Bhutan to Hold Glacial Lake Outburst Flood Evacuation Drill at Punakha Dzong on Sept 11
The exercise will test emergency response, inter-agency coordination and evacuation arrangements amid rising concerns over sudden disasters in the Himalayan region.
THIMPHU, Sep 9: Bhutan will conduct a major Glacial Lake Outburst Flood evacuation drill at the historic Punakha Dzong on Friday, September 11, as authorities strengthen disaster preparedness amid growing concerns over flash floods and other extreme weather events across the Himalayan region.
The exercise is designed to test the country’s emergency response system and evacuation procedures, including the movement of people from the Dzong to designated safe locations in the event of a sudden flood or similar disaster.
The mock exercise will be organised by the Department of Local Governance and Disaster Management under the Ministry of Home Affairs in collaboration with the Bhutan Red Cross Society and the Punakha Dzongkhag Administration.
The drill comes at a time of heightened concern over the vulnerability of Himalayan communities to extreme weather events. Recent flash floods in neighbouring Nepal have caused widespread devastation, highlighting the risks faced by settlements located in mountainous and downstream areas.
Officials said the exercise will help assess the preparedness of authorities and emergency agencies, while also testing coordination and communication mechanisms during a crisis. It is expected to identify potential weaknesses in existing evacuation arrangements and allow authorities to address them before an actual emergency occurs.
Authorities have stressed that the September 11 exercise is a planned preparedness activity and does not indicate any immediate threat or emergency situation. Residents and visitors have been urged to remain calm and avoid spreading rumours or unverified information.
Temporary traffic diversions and movement restrictions are expected in and around Punakha Dzong during the exercise. Emergency response teams, vehicles and personnel may also be visible in the area as part of the simulated operation.
Residents, motorists and visitors have been advised to cooperate with officials and traffic personnel and follow all instructions issued during the exercise.
The exercise is expected to strengthen Bhutan’s readiness to respond to sudden-onset disasters, particularly those that can develop with little warning and pose significant risks to downstream communities.
