Industrial growth surges in J&K: ₹10,219 crore invested, 1,729 units established, over 62,000 jobs created under new industrial policy
JAMMU, Apr 10: The Union Territory of Jammu and Kashmir is witnessing a significant wave of industrial transformation under the New J&K Industrial Policy 2021-30, with investments totaling ₹10,219 crore already realized. As per official data, 1,729 industrial units have been successfully established across the UT, resulting in the generation of employment for 62,457 individuals in diverse sectors.
The progressive year-wise data highlights the momentum of industrialization:
- In 2020-21, 310 units with an investment of ₹412.74 crore created 3,697 jobs.
- In 2021-22, 175 units drew ₹376.76 crore and employed 2,357 people.
- In 2022-23, 629 units with ₹2,153.45 crore investment created 15,719 jobs.
- The year 2023-24 saw a massive leap with 234 units absorbing ₹3,389.37 crore and employing 29,969 individuals.
- In the ongoing fiscal year (till February 28, 2025), 381 units were set up with ₹3,887.54 crore in investments, generating 10,715 jobs.
Under the Central Government’s New Central Sector Scheme (NCSS), 2021, which carries an outlay of ₹28,400 crore to promote industrial growth in the region, a total of 2,346 applicants sought incentives. Of these, 971 received registrations, 225 applications were rejected or withdrawn, while 579 are in process and 571 were rejected due to document deficiencies. So far, incentives amounting to ₹411.51 crore have been sanctioned.
Further strengthening the industrial ecosystem, the J&K Industrial Land Allotment Policy (ILAP) 2021-30 has attracted a total of 8,559 investment proposals—2,216 – 2,216 from Jammu province and 6,343 from Kashmir province—proposing an investment of ₹1,69,512.29 crore. This includes ₹1,18,941.07 crore from the Jammu Division and ₹50,571.22 crore from the Kashmir Division, expected to generate employment for approximately 6.07 lakh people. A cumulative 80,802.91 kanals of land (46,371.86 in Jammu, 34,431.05 in Kashmir) will be required for these ventures.
Simultaneously, the government’s push for innovation and entrepreneurship through the J&K Start-up Policy 2024-47 has also yielded encouraging results. As of now, 1,003 start-ups from J&K, including 369 led by women, have been registered on the national Start-up India portal. Remarkably, over 500 of these start-ups were registered after the policy’s formal launch in March 2024.
However, it was noted that no proposals have been received under the J&K Private Industrial Estate Development Policy 2021-30 as yet.
Meanwhile, legacy and artisan-based schemes have shown resilience and support:
- Under the Karkhan Scheme, launched in 2012, 148 units were established with the financial backing of ₹2.35 crore.
- The Export Incentive Scheme has facilitated the export of GI-certified products worth ₹4,701.74 crore between 2019-20 and 2024-25.
- The Education Support Scheme benefited 3,641 artisan children with ₹65.97 lakh disbursed toward educational expenses in the last three years.
- Under the Credit Card Scheme, 9,374 cases worth ₹4,008.76 lakh were cleared with 7% interest subvention.
- The Weavers Mudra Scheme covered 2,260 cases involving ₹2,628.55 lakh.
