06-06-2023 : Sunil Prajapat, President BJP OBC Morcha expressed with great concerned over the indifferent attitude of concerned Administrative Departments in J&K UT for suspending issuance of OBC Certificate for Central Govt Jobs, Admissions to the Central Educational Institutions including Kendriya Vidyalyas and Central Scholarships Schemes for OBCs of J&K as entitled under Central Govt OBC reservation Rules. As such, urged upon to the Divisional Commissioner Jammu for early restoration of issuance of OBC Certificates to all the concerned aspirant applicants at the earliest. A memorandum in this Regards has also been submitted to the Divisional Commissioner Jammu.
Sunil Prajapati on this occasion state that Concern Administrative Authorities in J&K UT Govt have stopped issuance/renewal of OBC Certificate for Central Govt Jobs, Admissions to Educational institutions and other Schemes for OBCs and disabled the option on the portal for issuance of online OBC Certificate. Which is very negative and embarrassing action on the part of concern Administrative Department at this juncture, since it will inflict irreparable loss to the OBC community people in J&K as a large number of aspirants are struggling for seeking admissions in the different Educational Institutions for Under Graduate (UG) and other Courses where OBC Certificates will be essentially required. He further stated that the entrance exam for Common University Entrance Test (CUET) have also started and within 15-20 days admission for UG courses will also commence, when OBC Certificates will be required to be produced alongwith other documents for the admissions in the UT as well as in other States all over the Country.
He at this occasion stated that the concern Administrative Department in J&K Govt have very cunningly disabled the option on the web portal for issuance of online OBC Certificate and accordingly the concerned people of OBC Community have been denied the OBC Certificate in both the region of the J&K UT. Which seems to be a deep conspiracy to create instability and embarrassing situation amongst OBCs in J&K UT as well as negative atmosphere on the behest of influenced opposition leaders from the Valley, who have ruled the J&K over seven decades and always speak of talk with Pakistan and restoration of Article 370 so as to damage the image of Union Govt amongst OBC community, that too at this juncture when there were media reports that Hon’ble Prime Minister also belongs to OBC Community and next parliamentary election is very close during next year.
He further stated that as per Annexure ‘D’ to J&K Reservation Rles 2005, 27 OBC Castes are included for reservation under Other Social Castes (OSC) category. However, only 23 OBC castes have been included in the Centre OBC List by J&K Govt for issuance of OBC Certificates, as available on National Commission for Backward Classes (NCBC) website portal, wherein four OBC Castes ie. Markbans, Gilkar Messons, Jogies and Bhawarias have been dropped from list of OBC castes and four other OBC castes ie. Kumhars, Washermen, Barbers and Telies have been mentioned with conditions for Villages only, thus denying the OBC Certificates to those residing in Towns and Municipalities Areas (Other than villages), which is in violation of the provisions contained in J&K Reservation Rules 2005 as no such condition of villages only has been mentioned in the J&K Reservation Act 2004 and Rules 2005 as well as in the J&K OBC list as recommended by Mandal Commission. Therefore it was also requested to the Divisional Commissioner look into the matter and necessary action to remove the anomaly and OBC Certificates are issued to all OBC castes as included by J&K Govt for reservation under Socially and Educationally Backward Classes ‘Social Castes’ (OSC) as per J&K Reservation Act 2004 and Rules 2005.
Accordingly Sunil Prajapati President OBC Morcha J&K UT alongwith a delegation comprises of Raj Kumar Tarkhan, ( State General Secretary OBC Morcha’s), Suresh Salgotra (Vice President OBC Morcha), Shamsher Prajapati (State Secretary OBC Morcha ), Ashok Verma ( State Secretary OBC Morcha), Ashok Salgotra (District President Jammu OBC Morcha ), Vijay dogra ( District President Jammu South OBC Morcha ), Sanjay Saab ( District Secretary Jamm North OBC Morcha), Onkar Verma (Mandal President OBC Morcha Talab Tillo), Sanjay Verma ( Mandal President Rehari Bakshi Nagar Mandal OBC Morcha ), requested the Divisional Commissioner through a Memorandum for early restoration of OBC Certificates so that aspirants form the OBC category do not suffer any more due to non issuance of OBC Certificate. The Divisional Commissioner Jammu has given assurance that the issue of OBC Certificate will be resolved at the earliest.
