EOW Chargesheets Assistant Professor for Concealing UK Citizenship in Govt Job Case

Afshan Shabir, appointed at SKIMS in 2019, allegedly secured the government post by misrepresenting her citizenship status; services were terminated in 2022.

Srinagar, Feb 5: The Economic Offences Wing (EOW) of the Crime Branch Jammu and Kashmir has filed a chargesheet against a former assistant professor for allegedly concealing her foreign citizenship while applying for a government position at a medical college.

According to an EOW spokesperson, the chargesheet against Afshan Shabir has been presented before the Chief Judicial Magistrate in Srinagar.

Investigators stated that Shabir was appointed as an assistant professor at SKIMS Soura in 2019 despite being ineligible for the post, as she is reportedly a United Kingdom national and holds an Overseas Citizen of India (OCI) card.

The probe found that she had applied under Advertisement Notice No. 04 of 2015 as an in-service candidate and submitted documents, including a state subject certificate, declaring herself an Indian citizen and a permanent resident of Jammu and Kashmir. Based on these claims, she was selected for the role.

During the investigation, officials examined key records such as her service book, personal file, application form, and selection committee proceedings. Authorities concluded that she had acquired British citizenship prior to joining government service and allegedly withheld this information during both the application process and her tenure.

The accused is said to have acknowledged possessing a British passport along with an OCI card.

Officials further noted that the alleged misrepresentation enabled her to obtain a public sector job unlawfully, resulting in wrongful gain to herself and financial loss to the government. Her services were terminated in August 2022 following the findings.
